What is a HUD Certified Housing Counselor?
Housing Counselors are independent experts who help consumers address housing barriers and achieve their housing goals. These counselors can assist with budgeting, affordability analysis, and action plans. Their areas of expertise include homelessness assistance, rental assistance, home buying, and preventing mortgage default.
A HUD Certified Housing Counselor has passed the U.S. Department of Housing and Urban Development’s (HUD) Housing Counselor Certification Exam and works for a HUD-approved agency.

The Arizona Housing Counselor Collaborative
The Arizona Housing Coalition is committed to bringing together Arizona’s housing counselors and agencies to support housing stability throughout the state.
The Coalition:
- convenes the Housing Counselor Collaborative quarterly to share information and best practices;
- integreates counselor concerns into policy recommendations;
- advocates for continued funding for housing counselors;
- and recommends housing counselors as a critical step in housing stability.
